Soft Drinks Industry Levy update changes beverage registration responsibilities

HMRC updated its Soft Drinks Industry Levy policy documents on 28 October, addressing registration responsibilities alongside previously announced future sugar-threshold changes.
28 October 2026 · Regulation Compliance

What happened

The policy documentation was originally published 13 July 2026 and materially updated 28 October. The update describes changes to registration arrangements for producers, packagers and importers from April 2027. Separately, previously announced proposals provide for a lower sugar threshold of 4.5g per 100ml and changes to milk-based drink exemptions from January 2028. Draft legislation and future dates must not be misrepresented as rules already in force.

Why it matters to food manufacturing engineers

Changes to beverage formulation and reporting can affect dosing, mixing, process validation, traceability and production-data systems.

Operational impact

Integrated producers and packagers should review who carries reporting responsibilities, while engineering and technical teams should assess processing capability for potential reformulation.

AFME perspective — what to watch

The October trigger is the updated registration measure, not a new announcement of the sugar-threshold proposal.
